The Clock rate of a device is the frequency at which it operates. Frequency is the number of cycles that occur in a given period of time, typically a second. The standard unit for frequency is hertz, where one hertz is one event per second. Typical computer operations are measured in megahertz, millions of operations per second, or gigahertz, billions per second.
